Summary:PURPOSE: A system and a method administrating entitlement to control an engine locking device are provided to manage the rights of several drives by including vehicle entitlement information in a plurality of keys. CONSTITUTION: A system administrating entitlement to control an engine locking device comprises keys(111~114), a vehicle engine locking unit(130) and an engine control unit(150). The key can store vehicle entitlement information. The vehicle engine locking unit confirms the vehicle entitlement information from the key. The engine control unit sets engine action limit based on the vehicle entitlement information. The engine control unit allows the operation of the engine within the engine action limit range.
