A system and a method for planning and managing a real-time postal delivery operation are provided to supply delivery work and collecting work plans and delivery and collecting route information to minimize a factor for reducing delivery quality, thereby improving quality of postal delivery. A receiving and dividing quantity information obtaining and transferring unit(100) divides quantity information by a type. A postal distribution management unit(200) transfers the quantity information to each delivery station so that the quantity information can be a reference for calculating quantity. A real time postal distribution delivery planning and managing unit(300) provides information for performing the delivery work to a postman. A delivery and collect information obtaining and transferring unit(400) registers a delivery spot and delivery quantity by recognizing a barcode or an RFID tag of a delivery completion spot, checks a receiving box of a collect target delivery spot, registers collecting quantity information and transfers a registration result to the real time postal distribution delivery planning and managing unit.
