A health insurance review agency server(400) receives the recuperation allowance cost specification and the respectively checked information by the 1~9 card readers (106,112,116,120,124,128,132,136,140). The health insurance review agency server evaluates whether the bill specification of the recuperation allowance organization is proper. And the health insurance review agency server outputs the result.
