A substrate for display panel and a liquid crystal display panel for the same are provided to prevent the damage of the transparent conductive layer by forming an insulating layer on the transparent layer. A film transistor of array is formed in the first substrate. It is faced with the first substrate and the second substrate is attached. The liquid crystal layer is formed between the first substrate and the second substrate. The liquid crystal is arranged with the lateral electric field formed between the common electrode(171) and pixel electrode(161) of the first substrate to the horizontal direction. Gate wirings(122) and common electrode are formed on the first transparent substrate.
