Summary:An image decoding device is provided to enhance subjective picture quality of users by changing a variation of quantization coefficients of each region of an image such that the variation in a luminance component is smaller than that in a color component when coding the image by dividing it into regions. An entropy decoding unit(109) entropy-decodes a bit stream. A dequantization unit(111) determines the first quantization coefficient of macroblocks included in the first region by using quantization information and supplementary quantization information of a magnetic region included in a single header among the entropy-decoded information, dequantizes the macroblocks included in the first region by using the determined first quantization coefficient, obtains the second quantization coefficient of macroblocks included in the second region through the quantization information of the magnetic region, and dequantizes the macroblocks included in the second region by using the second quantization coefficient. An image restoring unit(112) de-converts the dequantized macroblocks to decode an image.
