Summary:A transmission device using an RLP(Radio Link Protocol) buffering timer change in a mobile communication system and a method thereof are provided to minimize queuing delay by setting suitable RLP buffering time according to flow types, thereby increasing a throughput. An RLP packet is generated from data received from an upper layer(310,320). While the RLP packet is generated, the current queuing delay time of each call is reported, and buffering time of each call is calculated(330,340). The generated RLP packet is transmitted to a terminal, and an RLP buffering timer in accordance with a particular call is driven(350). When the RLP buffering timer in accordance with the particular call expires, the corresponding RLP packet is deleted(360,380).
