A system for returning mileage to a public fund is provided to increase accessibility by installing a kiosk including a mileage donation program to a public place to enable users to donate mileage easily to the public fund for transportation use of second-class citizen. A user wanting to donate mileage inquires the mileage by connecting to a card company(120) or a mileage providing company(130) with a mileage card, and donates all or a part of the inquired mileage by connecting to a web server(150). Donation data of the web server are stored to a database(160) through a donation point management server(170). A donation receiver uses the donated mileage by connecting to the web server through a kiosk(100) and requesting mileage to the web server. The web server requests a mileage recharging server(180) to recharge the mileage to a card issued to the donation receiver and stores a record to the database(190).
