A system and a method for stabilizing a web service are provided to prevent abnormal click of a user by confirming a connector of an IP(Internet Protocol) bandwidth if a cookie of a web browser is deleted or an IP is changed, as a bit rate of an IP section is calculated by using IP information of the connector. A receiving module(410) receives setting information from a manager terminal and receives web browser cookie information of the connector from a web service server. A cookie information checking module(420) checks malicious click of a connector terminal by using the cookie/setting information. A transmitting module(430) transmits an operation scenario if a connection exceeds a limited number for predetermined period, and transmits detail abnormal connector information to the manager terminal. A controlling module(450) executes a script for tracking/operating the abnormal click by controlling the modules, generates the new cookie information for the new connector by comparing the cookie information with the setting information, and blocks connection or forcibly connects to a predetermined site by checking the malicious click in case of the present connector.
