Summary:A method and a device for outputting encoded data, a method and a device for generating re-encoded data, a method and a device for decoding encoded data, an encoding method and an encoding apparatus, and a computer-readable recording medium are provided to reduce the amount of encoded data per one macro block by restricting a bit number of the encoded data for respective macro blocks. An image encoder(100) includes an entropy decoder, an inverse quantizer/inverse transformer, an image buffer, and an estimator. The entropy decoder decodes an input bit stream and extracts coefficient information and estimation information. The inverse quantizer/inverse transformer obtains an estimated error from the coefficient information. The estimator generates an estimated image from a reconfigured image which is stored on the image buffer. The multiplexer(110) extracts encoded data from an encoded data setting unit and multiplexes the formatted encoded data. The encoded data setting unit(120) receives the encoded data from the entropy decoder.
