A method for manufacturing a display substrate and a method for manufacturing a display panel by using the same are provided to improve the display quality, by processing a surface of an alignment layer through plasma so as to remove impurities from the surface of the alignment layer. An alignment layer is formed on a transparent substrate(S20). A surface of the alignment layer is processed by using plasma, thereby removing impurities from the alignment layer(S50). The surface of the alignment layer contains carbon of more than 20% after processing the alignment layer. The alignment layer has a surface energy of 62mJ/m^2 after processing the alignment layer. The alignment layer is a vertical inorganic alignment layer.
