Provided is a composition containing waste vinyl and waste ion-exchange resin with improved physical property in civil engineering and construction application to beneficially recycle conventional waste in views of economy and environmental protection. The composition comprises waste ion-exchange resin and waste vinyl in relative ratio of 1:0.5 to 1:2. The waste ion-exchange resin is polystyrene while the waste vinyl being an ethylene polymer selected from HDPE, LLDPE, LDPE, EVA and combination thereof. The composition is prepared by fusing crude waste vinyl and waste ion-exchange resin in a fusion apparatus at 120-200 deg.C then agitating the fused material. By extruding the prepared composition through an extrusion molder, a finally formed product is obtained. The obtained product is used as a constructional material such as sound-absorption material for interlayer, flooring material, snow removal box, block, etc.
