Summary:PURPOSE: An IC card having a function for converting passwords to write/read information to the IC card, an IC card system, and a settlement terminal are provided to enable other application provider to refer, read, or change the information recorded to the IC card by the application provider. CONSTITUTION: The IC card(1) includes a memory and an operation tool(2). The memory stores the first and the second password key(8,9). The operation tool decrypts the data encrypted by the first password key with the first password key and encrypts the decrypted data with the second password key.
