Summary:PURPOSE: A device for processing traffic data in an ATM exchange and a method therefor are provided to vary an arbitration ratio of user data for IPC data to assign a bandwidth when inputting and outputting the IPC data and the user data having different priorities, thereby coping with suddenly congested user data as minimizing loss of the IPC data. CONSTITUTION: An IPC portion(210) inputs IPC data, and outputs the IPC data if the inputted IPC data exceeds a threshold value. A user data communication portion(220) inputs user data, and outputs the user data if the inputted user data exceeds a threshold value. An arbitrator(230) extracts the IPC data and the user data at a defined ratio according to a control signal, and assigns a bandwidth of a traffic channel. A CPU(113) applies the control signal to the arbitrator(230), and varies the ratio for extracting the IPC data and the user data.
