Summary:PURPOSE: A rough surface powder paint composition is provided, to improve the adhesive strength between a coated concrete layer and a corrosion resistant thermosetting powder paint layer of a steel pipe by enhancing the surface roughness of the thermosetting powder paint layer. CONSTITUTION: The rough surface powder paint composition comprises 30-70 wt% of a thermosetting epoxy resin selected from the group consisting of a bisphenol-type epoxy resin and a cresol-modified novolac epoxy resin; 2-10 wt% of a curing agent selected from the group consisting of a dicyandiamide curing agent and an epoxy phenol curing agent; 20-50 wt% of an extender pigment containing an oil-coated calcium carbonate essentially; and 0.3-5 wt% of additives selected from the group consisting of a flowability enhancer, a pin hole inhibitor, a curing accelerator and a wetting agent. Preferably the extender pigment contains an oil-coated calcium carbonate essentially, and is at least one selected from the group consisting of a coloring pigment, an organic pigment, barium sulfate, calcium carbonate, silica and ammonium hydroxide.
