PURPOSE: A cosmetic material containing polysiloxane-carrying amphoteric urethane resin obtained by reaction of polyol compounds, polyisocyanate compounds and the like is provided. It is hair cosmetic material, a skin preparation for external use and provides excellent hair elasticity, flaking resistance during combing and emulsion stability in case of hair cosmetic material, and moisturized, soft feeling and cosmetic durability and elasticity in case of cosmetic. CONSTITUTION: The cosmetic composition contains polysiloxane-carrying amphoteric urethane resin obtained by reaction of: (A) polyol compounds; (B) polyisocyanate compounds; (C) compounds having one or more groups selected from hydroxyl groups, primary amino acid groups and secondary amino acid groups, and carboxyl groups; (D) compounds having one or more groups selected from hydroxyl groups, primary amino acid groups and secondary amino acid groups, and tertiary amino groups; and (S) polysiloxane compounds. The polysiloxane compounds are one or more selected from dimethylpolysiloxane, polyether modified silicone, cycled silicone, phenyl modified silicone, alkyl modified silicone and alkoxy modified silicone. 본 발명은 화장품 재료, 특히 모발화장품 재료, 피부외용제에 관한 것으로, 신규한 양성 우레탄 수지로 이루어진 피막제를 개발하여, 화장품 재료에 응용을 도모하는 것을 목적으로 한다. 본 발명이 취한 수단은 폴리실록산 화합물을 담지한 양성 우레탄 수지를 배합하는 것을 특징으로 하는 화장품 재료이다. 상기 폴리실록산 화합물을 담지한 양성 우레탄 수지를 구성하는 양성 우레탄 수지는 적어도 하기 (A)∼(D)의 화합물을 반응시켜서 생성되는 양성 우레탄 수지인 것이 바람직하다. (A)폴리올 화합물, (B)폴리이소시아네이트 화합물 (C)수산기, 제1급 아미노기 및 제2급 아미노기에서 선택되는 1종 이상과 카르복실기를 갖는 화합물 (D)수산기, 제1급 아미노기 및 제2급 아미노기에서 선택되는 1종 이상과 제3급 아미노기를 갖는 화합물 본 발명에 의하면, 신규한 폴리실록산 담지 양성 우레탄 수지의 피막특성이 충분히 발휘된 우수한 화합품 재료가 얻어진다. 예컨대, 모발화장품 재료에 있어서는, 특히 우수한 모발탄력성이 얻어지고, 머리빗질에서 플레이킹이 없는 우수한 것이고, 피부화장품 재료에 있어서는, 특히 촉촉하면서, 매끄럽고, 또한 피부에 적당한 정도의 탄력감을 부여하는 것이다.
