PURPOSE: A device and a method for removing moisture are provided to automatically remove and prevent moisture by judging the generation of moisture by steaming up a vehicle window and accordingly to secure a visual field for a safe driving. CONSTITUTION: A moisture removing device is composed of a surface resistance detecting unit(50) comprising two metal terminals attached on the surface of a window at regular intervals and detecting a resistance value to the moisture of frost or steaming-up of the surface of the window; a static electricity preventing unit(60) for preventing the generation of static electricity to a signal detected at the surface resistance detecting unit; a moisture sensing unit(70) for detecting moisture through the change of electric currents to the resistance value of the surface resistance detecting unit and outputting a signal; and a driving device(80) operated to the signal output from the moisture sensing unit to remove moisture generated on the surface of the window.
