PURPOSE: A method for interfacing with an RRC(Radio Resource Control) layer to re-select a cell in a physical layer of an UE(User Equipment) is provided to reduce a signaling frequency and an operation amount through efficient signaling between the physical layer and the RRC layer, and to distribute RRC work loads in the physical layer so as to improve the performance of the UE. CONSTITUTION: If a measured Ec/No, or the ratio of energy per bit to noise power spectral density, is not more than an intra frequency_threshold, a physical layer transmits a serving cell measurement indicator including the measured Ec/No and an RSCP(Received Signal Code Power) to an RRC layer. If the measured Ec/No is not more than an inter frequency_threshold, the physical layer transmits the serving cell measurement indicator including the measured Ec/No and the RSCP to the RRC layer.
