PURPOSE: Provided are a permeable aqueous solution of resin composition for coating coal and powder piles, which can form a primary surface layer considering permeabilities of coal and powder piles, and a method for applying the same. CONSTITUTION: The aqueous solution comprises (a) 1-60 parts by weight of emulsion resin comprising a vinyl acetate polymer; and (b) 0.1-10 parts by weight of nonionic surfactant. The method comprises the steps of (i) applying the aqueous solution on powder or coal pile to form a surface permeable layer; and (ii) further applying a aqueous coating solution on the powder or coal pile to form a surface protective layer, wherein the aqueous coating solution comprises the components (a) and (b), and (c) 5-99 parts by weight of inorganic material comprising at least one cation selected from the group consisting of sodium, calcium, boron, and at least one anion selected from the group consisting of silicate and aluminate, with respect to 1-95 parts by weight of the sum of components (a) and (b). 본 발명은 비닐아세테이트계 고분자 수지를 이용하여 표면층이 형성되도록 한 것으로, 계면활성제와 소포제를 이용하여 침투층을 형성시키고, 침투층의 보호를 위하여 무기물질과 고분자의 이중층을 형성시킴으로써 석탄 파일의 보호 및 제반 환경문제를 해결하는 방법을 제공한다.
