Summary:PURPOSE: A process of preparing a hollow polymer microcapsule using a biocompatible nonbiodegradable hydrophobic polymer is provided. Whereby, the microcapsule contains a large amount of water soluble active component and effectively exerts an active component function. CONSTITUTION: The hollow polymer microcapsule contains a water soluble active component, has a hollow capsule shape and comprises a hydrophobic polymer to improve the stability of the water soluble active component. The microcapsule is prepared by the process: preparing a phase 1 by adding 0.01 to 40% by weight of a water soluble active component to distilled water; preparing an oil phase by adding 0.1 to 20% by weight of a hydrophobic polymer and surfactant to distilled water; preparing a first water-in-oil emulsion by adding the phase 1 to the oil phase; preparing a phase 2; mixing the first emulsion with the phase 2; and hardening the obtained multiple emulsion.
