PURPOSE: A system and a method for utilizing a mileage using an IC card are provided to make a client purchase articles by using a mileage offered to the client when the client purchase an article by using an IC card and exchange the mileage with money. CONSTITUTION: The system comprises a client(100) using an IC card, an affiliated merchant(200) for article purchase via the IC card, a vending machine(300), a financial organization(400) for transferring money to the affiliated merchant or an Internet service provider corresponding to the purchase of articles, and an Internet service provider(500) for performing mileage management of clients. The client has a client terminal(110) connected with an IC card reader/writer(120). The affiliated merchant has an affiliated merchant terminal(210) connected to the financial organization and the Internet service provider through a communication line or a network. The affiliated merchant terminal is connected to POS(Point Of Sales) terminals consisting of a general POS terminal(230) and an electronic cash payment POS terminal(240). The Internet service provider has an Internet service provider server(510).
