Summary:PURPOSE: A memory controller is provided to stably access to an external memory. CONSTITUTION: The memory controller including a plurality of external devices accessing to an external memory through a memory arbiter and a host interface unit(401), and an external host(301) accessing to the external memory through the host interface unit(401). The host interface unit(401) includes the below elements. A writing buffer(401-1) temporarily stores data being outputted from the external host(301) and writes data in a memory through the memory arbiter when the external host(301) writes data in a memory. A reading buffer(401-2) reads the data of the memory through the memory arbiter and temporarily stores the data and outputs the data to the external host(301) when the external host(301) reads data in a memory. A control register(401-3) stores information for controlling the writing operation and the reading operation of the writing buffer(401-1) and the reading buffer(401-2).
