Summary:PURPOSE: A mobile radio telecommunications system with improved protocols is provided to perform hard hand over rapidly. CONSTITUTION: A TRNC(54) in a UMTS directly transmits a takeover instruction signal to an SRNC(52) through an Iur link(50) to realize takeover of controlling a mobile body from the RNC(52) handling the mobile body to an object RNC(54). Even when a link is present in advance or not present, the TRNC can transmit a request and a protocol to set the link. A core network no longer takes participation in the takeover and a considerable time can be saved. UMTS에 있어서, 서빙 RNC(52)로부터 타겟 RNC(54)까지의 핸드 오버는 TRNC(54)가 핸드 오버 명령을 Iur 링크(50)를 통해 직접적으로 SRNC(52)로 전송함에 의해 성취된다. 상기 링크는 미리 존재하거나, TRNC가 이러한 링크를 설정하기 위한 요청과 프로토콜을 전송할 수도 있다. 코어 네트워크(core network)는 더 이상 핸드 오버에 관여되지 않고, 상당한 시간의 절약이 획득된다.
