CONSTITUTION: A cap cylinder with a disc tumbler which can be held and released by locking and unlocking operations using a key is contained within a cylindrical member 2, and when the cap cylinder is removed from the cylindrical member 2 in releasing the disc tumbler, the operations of locking and unlocking a locking member 12 can be performed by means of a locking operation member inserted into the cylindrical member 2 from the outside.
