Summary:PURPOSE: An encoder is provided to transmit encoded data produced through encoding without missing. CONSTITUTION: The encoder is provide with an encoding section(11) that applies compression encoding to a moving picture to calculate a generated code amount of encoded data generated from an encoded object image, an original image data storage section(12) that stores the encoding object image, an encoding data storage section(13) that stores the encoded data, and a generated code amount comparison section(14) that obtains a threshold value with respect to the generated code amount for each encoded object image so as to discriminate whether or not the generated code amount exceeds the threshold value. In the case that the object image can be re-encoded because there is a time margin to re-encoded the encoding object image until the encoding of the image to be encoded next is started and when it is discriminated that the generated code amount exceeds a threshold value, the encoding section revises an encoding parameter to decrease the generated code amount and applies re-encoding to the encoding object image.
