PURPOSE: An ATM(Asynchronous Transfer Mode) circuit emulation device is provided to make the ATM circuit emulation device receive a signaling function to receive many subscribers, and to supply better services to the subscribers, so as to increase usage efficiency of a network. CONSTITUTION: An ATM(Asynchronous Transfer Mode) cell converter(14) and an ATM cell processor(16) convert and process TDM(Time Division Multiplexing) data applied from a TDM network, according to an ATM network. The ATM cell converter(14) and the ATM cell processor(16) supply the converted/processed TDM data to the ATM network. The ATM cell converter(14) and the ATM cell processor(16) convert and process ATM data applied through the ATM network, according to a TDM system, and supply the converted/processed ATM data to the TDM network. A signaling conversion processor(18) detects TDM signaling information from the TDM data, and converts the detected TDM signaling information into ATM signaling information to supply the ATM signaling information to the ATM network, then detects ATM signaling information from the ATM data. The signaling conversion processor(18) converts the detected ATM signaling information into TDM signaling information, and supplies the TDM signaling information to the TDM network.
