Disclosed is a whirlpool having a non-powered treadmill structure which comprises: a non-powered treadmill structure (100) which comprises a support plate (110), a track central rotation unit (120), a track front rotation unit (130), a track rear rotation unit (140), and a full-tracked unit (150); a case (200) in a bathtub shape; and a control end (300) which is formed in a front of the case (200), has a whirlpool motor, a boiler, and a circulation pump, and has a touchpad-type monitor (301) placed on an upper end thereof to operate a spa function, a hot wind function and a hot water function to enable water-walk through the non-powered treadmill structure (100) in a freshwater state, a wet state, and a dry state, and display a driving speed and a hot water temperature.
