An operation and control device of an enhanced long range navigation (eLoran) system according to the present invention comprises: an interface module which is configured to transmit and receive eLoran messages to and from an eLoran station broadcasting an eLoran signal and a differential Loran (dLoran) station generating dLoran correction information based on the eLoran signal and monitoring abnormality of a terrestrial navigation system; and a control module which is configured to control the operation of the eLoran station and the dLoran station based on the eLoran message. The control module may control the operation of at least one among the eLoran station and the dLoran station based on monitoring information received from at least one among the eLoran station and the dLoran station and the dLoran correction information received from the dLoran station.
