Disclosed are a device and a method for forecasting a surf index. The method for forecasting a surf index comprises the steps of: collecting surfable point information, and marine and weather forecast information; extracting a plurality of indicator values for each surfable point in a forecast target area for a plurality of preset indicators from the collected surfable point information, and marine and weather forecast information; calculating a score for each of the indicators according to a preset score standard for each indicator using the plurality of extracted indicator values for each surfable point; applying a preset weight for each indicator to the calculated score for each of the indicators, and calculating the average of scores for each of the indicators having weights applied thereto as a surf index; and forecasting the calculated surf index and a level corresponding to the surf index.
