The present invention relates to a two-wheeled vehicle enforcement system and method and, more specifically, to a two-wheeled vehicle enforcement system and method which includes a two-wheeled vehicle photographing device installed on a horizontal member of a support so that a front camera equipped with an inclined or wide-angle lens continuously photographs the front surface of an entering two-wheeled vehicle and the upper part of the two-wheeled vehicle when the two-wheeled vehicle passes a baseline and, at the same time, a rear camera photographs a license plate disposed on the rear side of the two-wheeled vehicle, thereby allowing an analysis server to track the running two-wheeled vehicle on the basis of a video photographed through the front camera to check whether a passenger is on board on the basis of a still image extracted when the two-wheeled vehicle passes the baseline while checking whether the two-wheeled vehicle changes lanes and check whether a driver or passenger is wearing a helmet while preventing misidentification. The two-wheeled vehicle enforcement system comprises a two-wheeled vehicle photographing device, an analysis server, and a control server. 본 발명은 이륜차 단속 시스템 및 방법에 관한 것으로, 좀 더 구체적으로 설명하면 지주의 가로재에 설치된 이륜차촬영장치가 경사진 혹은 광각렌즈를 구비한 전방카메라에 의해 진입한 이륜차의 전면과 기준선 통과시 이륜차의 상단을 연속 촬영할 수 있게 구비되어 있는 동시에 후방카메라가 이륜차의 후방을 번호판을 촬영할 수 있게 구비됨으로써, 분석서버가 전방카메라를 통해 촬영된 동영상을 토대로 주행중인 이륜차를 트레킹하여 이륜차의 차선 변경 여부를 확인하면서 기준선 통과시 추출된 정지영상으로 동승자 탑승여부를 확인하고, 오인식되지 않게 운전자 또는 동승자의 머리에 헬멧이 착용되었는지 혹은 미착용되었는지 확인할 수 있는 이륜차 단속 시스템 및 방법에 관한 것이다.
