The present invention relates to a ground-mounted pinwheel assembly. More specifically, the ground-mounted pinwheel assembly comprises: a rod-shaped stand (10); a rotating hub (20) installed to be rotatable in the horizontal direction on the stand (10); a wing fixing cap (30) installed to be rotatable on the rotating hub (20) in the vertical direction; a plurality of wing plates (40) radially supported on the wing fixing cap (30); a fixing clip (50) fixing the wing plates (40) to the wing fixing cap (30) by rounding the same; and a finishing cap (60), and selectively includes a rudder (70) rotating the rotating hub (20) in the upwind direction.
