An embodiment is intended to provide a method for manufacturing a graphene quantum dot, including the following steps of: manufacturing a micelle solution in which micelles including water, a carbon precursor, and a surfactant are dispersed in a non-polar solvent; and manufacturing a graphene core by heating the micelle solution.
