An example is intended to provide a method for manufacturing graphene quantum dots, comprising the following steps of: manufacturing an aqueous solution by dissolving an organic acid and amine-based alcohol in water; and heating the aqueous solution to manufacture a core containing graphene and a ligand surrounding the core, wherein the graphene quantum dots have improved optical properties and antibacterial properties. 실시예는 유기 산 및 아민계 알코올을 물에 용해시켜, 수용액을 제조하는 단계; 및 상기 수용액을 가열하여, 그래핀을 포함하는 코어 및 상기 코어를 둘러싸는 리간드를 제조하는 단계를 포함하는 그래핀 양자점을 제조하는 방법을 제공하고자 한다.
