An apparatus for recommending similar written judgments by personalized learning sets based on artificial intelligence according to an embodiment of the present invention comprises: a communication module; a memory including at least one or more instructions; and a processor executing the one or more instructions stored in the memory. The communication module includes a network adapter capable of communicating with a user terminal, and receives external written judgment information from an external written judgment information-providing server. The processor receives first written judgment information when a first written judgment is input into a first written judgment storage based on a user input, forms a one-hot vector by performing a predetermined first operation based on the first written judgment information, forms a first dense vector by performing a predetermined second operation based on the one-hot vector, performs contrastive learning based on a similarity between the first dense vector and a second dense vector when a second written judgment is input into the first written judgment storage based on the user input and thus, the second dense vector based on second written judgment information is formed, and recommends a third written judgment similar to the first written judgment and the second written judgment from the external written judgment information based on learning data applied with contrastive learning if a similar written judgment regarding the first written judgment storage is searched based on the user input.
