Summary:The present invention relates to a rapid prediction method for the behavior of hazardous substances in the water environment in case of an accidental leakage of hazardous substances and a device thereof. The rapid prediction method for the behavior of hazardous substances in the water environment in case of the accidental leakage of hazardous substances comprises: (a) a step of using the existing hydraulic/hydrological data in the relevant basin as the input data, and calculating level mock results including water depth and velocity field in accordance with the time for all obtainable sulfur; (b) a step of indexing the level mock result data based on the trend of flow speed/water depth, and selecting the major features of the relevant basin as the major points; (c) a step in which, when the occurrence of a leakage accident is recognized, a flow speed/water depth observation means installed at the actual position of the selected major point acquires the flow speed/water depth data on the site at the time of the leakage accident of the hazardous chemicals; (d) a step in which the observation means installed at the position of the major point compares the actually acquired flow speed/water depth data on the site at the time of the leakage accident of the hazardous chemicals with the flow speed/water depth data of the major point of the indexed level mock results, explores the level mock results which represent the time of the leakage accident the best, and importing a single level mock result; and (e) a step of using the selected single level mock result and the physical/chemical characteristics of the hazardous chemicals as an input value, and performing a mocking of a transfer/diffusion equation of the hazardous chemicals. The present invention is able to greatly reduce the time for the hydraulic kinetical mocking of the hazardous substances in the water flow, and be used for many activities and plans or the like for rapid response to the leakage accidents of hazardous chemicals. 본 발명은 유해물질 유출시 수환경내 유해물질거동에 대한 신속예측방법 및 그 장치에 관한 것으로, (a) 해당 유역에서의 기존의 수리/수문자료를 입력자료로 하여 취득 가능한 모든 유황에 대해 시간에 따른 수심과 유속장을 포함하는 수치모의결과를 산출하는 단계와; (b) 해당 유역의 주요 특징점을, 유속/수심의 추세를 바탕으로 상기 수치모의결과 자료를 인덱싱하여 주요점으로 선정하는 단계와; (c) 유출사고 발생이 인지되면 선정된 상기 주요점의 실제 위치에 설치된 유속/수심 관측소가 유해화학물질 유출사고 당시의 유속/수심 현장자료를 취득하는 단계와; (d) 상기 주요점의 위치에 설치된 관측소에서 유출사고 당시 실제 취득된 유속/수심 현장자료를 바탕으로 상기 인덱싱된 수치모의결과들의 주요점의 유속/수심 자료들과 비교하여 유출사고 당시를 가장 잘 나타내는 수치모의결과를 탐색하여 하나의 수치모의결과를 불러오는 단계, 및 (e) 상기 선택된 하나의 수치모의결과와 유해화학물질의 물리/화학적 특징을 입력값으로 하여 유해화학물질의 이송·확산 방정식의 모의를 수행하는 단계로 이루어짐으로써, 수흐름 내 유해물질의 수리동역학 모의를 위한 시간을 크게 줄일 수 있어 유해화학물질 유출사고의 신속대응에 관한 많은 활동 및 계획 등에 이용될 수 있다.
