A cutting insert of the present invention is a polygonal cutting insert including an upper surface, a lower surface, and a side surface. The upper surface has a corner portion, and a first corner portion and a second corner portion, respectively, extending from the corner portion. A corner cutting edge is provided in the corner portion, a first cutting edge is provided in the first corner portion, and a second cutting edge is provided in the second corner portion, respectively. The upper surface has, along center lines connecting the centers of corner portions and the center of the upper surface, a first raised portion and a second raised portion stepped from the first raised portion. The first raised portion is formed so as to be closer to the corner portions than the second raised portion and declines from the second raised portion toward the corner portions. The second raised portion is formed at a position higher than the first raised portion from a bottom surface, and side portions connected to the first raised portion decline from the second raised portion toward the first cutting edge and the second cutting edge.
