While waterproof arm warmers made of a wear-resistant rubber material are fixed in a connection member formed on a reversing machine to seal the inside of the connection member, the arms and hands of a worker are inserted into the waterproof arm warmers to couple a connection ring of a first steam hose to a fixing ring positioned on the end of a tube to move to the end of a pipe and supply steam of a boiler to a second steam hose to perform tube hardening work. At the same time, a ring bit vacuum suction device and a condensate water recovery device are connected to the first steam hose to vacuum-suck waste steam and condensate water in the tube to effectively circulate the steam to shorten the tube hardening time. 본 발명은 링비트 진공흡입장치를 이용한 상하수도 비굴착 전체 보수장치 및 보수공법에 관한 것이며, 더욱 상세히는 반전기에 형성된 연결 부재의 내부에 내마모성 고무재질로 이루어진 방수 토시를 고정하여 연결 부재의 내부를 밀폐시킨 상태에서 방수 토시에 작업자의 팔과 손을 삽입하여 제1 스팀호스의 연결고리를 튜브의 끝 부분에 위치한 고정 링에 결합하여 관로의 끝 부분까지 이동하고, 제2 스팀호스에 보일러의 스팀을 공급하여 튜브 경화작업을 진행하는 동시에 제1 스팀호스에 링비트 진공흡입장치와 응축수 회수장치를 연결하여 튜브 내부의 폐 스팀과 응축수를 진공 흡입하여 스팀 순환을 원활히 하여 튜브 경화시간을 촉진하는 링비트 진공흡입장치를 이용한 상하수도 비굴착 전체 보수장치 및 보수공법에 관한 것이다.
