The present invention relates to a system for performing complete enumeration survey on billboards by using a GPS, which is configured to check a GPS of a specific building by using a mobile device or a tablet PC having a GPS module, receive an input of billboard information and business operator information from the GPS, store the same in a database, and store the database in a server, and then determine whether the billboard installed on the specific building is legal or illegal, or identify whether the billboard is falsified by using the mobile device or the tablet PC having the GPS module. The system automatically stores the current location coordinates of the building, automatically searches for the billboard installed in building units, automatically determines whether the billboard is legal or illegal, or identifies whether the billboard is falsified, and promptly notifies a user or manager of a result of the determination to be able to crack down thereon or take a measure of admonition, thereby being very effective in administrative work and compensate for the lack of administrative personnel against investment costs. The system verifies and corrects the current location coordinates of the GPS module to use the same as a key value for searching for an accurate current location, thereby being very economical. The system automatically stores and manages the current location coordinates, thereby being very convenient. The system automatically recognizes and searches for the current location coordinates on the sidewalk (10 m range) in front of the building having the billboard, thereby being very effective in field administration. The system stores, in a database, information using a complete enumeration survey to automatically determine whether the billboard is legal or illegal, or identify whether the billboard is falsified, thereby managing the billboard very efficiently and simply. 본 발명은 GPS모듈을 탑재한 모바일 기기 또는 태블릿PC 등을 이용하여 특정 건물의 GPS를 확인하고, 해당 GPS의 옥외광고물 정보와 사업자 정보 등을 입력하고 데이터베이스화하여 서버에 저장한 후, GPS모듈이 탑재된 모바일 기기 또는 태블릿PC 등을 활용하여 특정 건물에 설치된 옥외광고물의 적·불법 판정 또는 변조여부를 식별할 수 있도록 구성한 GPS를 활용한 옥외광고물 전수조사 시스템에 관한 것으로서, 건물의 현재위치 좌표를 자동으로 저장하여 건물 단위로 설치된 옥외광고물을 자동으로 검색하여 적·불법 판정 또는 변조 유무를 자동으로 판별하여 사용자 또는 관리자에게 즉각적으로 통보할 수 있어 현장 단속 또는 계고 조치를 취할 수 있게 되므로 투자비용 대비 행정업무에 매우 효율적이며 부족한 행정인력을 보완할 수 있고, GPS모듈의 현재위치 좌표값을 검증 및 보정하여 정확한 현재 위치 검색 키값으로 활용하므로 매우 경제적이며, 현재 위치 좌표를 자동저장하여 관리하므로 매우 간편하고, 옥외광고물이 설치된 건물 앞의 인도(10m 범위)에서 현재위치 좌표를 자동인식하여 검색하므로 현장행정에 매우 효율적이며, 전수조사를 통한 정보를 데이터베이스화하여 옥외광고물에 대한 적·불법 판정과 변조 유무를 자동으로 판별하므로 옥외광고물의 관리가 매우 효율적이고 간편한 효과가 있다.
