Summary:The present invention relates to a system and a method for a surface sea water flow short-term forecast which can secure safety of navigation around ships. The system for a surface sea water flow short-term forecast comprises: a marine radar operation server (20) storing flow field data which is detected from marine radar (10); a forecast server (30) including modules for individually performing an analysis algorithm to detect changes in a flow rate in accordance with discharged water from data transmitted from the marine radar operation server (20) and to detect the changes in the flow rate of the discharged water in accordance with flow rate change probabilities of the discharged water, flow rate size spatial distribution, and passage of time so as to be combined with water level information, thereby generating forecast data necessary for a forecast; and a web server (40) displaying the forecast data of the forecast server (30). 본 발명은 표층 해수 유동 단기 예보시스템 및 방법은, 해양레이더(10)로부터 검출된 유속장 데이터를 저장하는 해양레이더 운영서버(20)와, 각각 분석 알고리즘을 수행하는 모듈들을 포함하여 상기 해양레이더 운영서버(20)로부터 전송된 자료들로부터 방류수에 따른 유속의 변화를 검출하고, 방류수의 유속 변화 확률, 유속 크기 공간 분포, 시간의 경과에 따른 방류수 유속의 변화를 검출하고, 수위차 정보와 합성하여 예보에 필요한 예보 데이터를 생성하는 예보서버(30)와, 상기 예보서버(30)의 예보 데이터를 표시하는 웹서버(40)를 포함한다.
