The present invention relates to a prefabricated circulating water pipe device, a scrubber cleaning system comprising the same, and a cleaning method, and more specifically, to a prefabricated circulating water pipe device, a scrubber cleaning system comprising the same, and a cleaning method, wherein the prefabricated circulating water pipe device enables a worker to check and clean a circulating water pipe in a safe and speedy manner, without having to go into a scrubber.
