More particularly, the present invention provides a vegetation base for restoration of a stony mountain development area comprising peat moss, perlite, woody raw material, pulp, soil stabilizer and water at a weight ratio of (1.0-5.0):(0.1-3.0):(1.0-5.0):(0.1-3.0):(0.1-3.0):(1.0-5.0). When the vegetation base according to the present invention is applied to a special place having a slope in the stony mountain development area, early staking and rapid growth of plants can be promoted, and an inclined plane can be stabilized by having effect of relieving soil runoff for smooth vegetation. 본 발명은 석산개발지역 복원용 식생기반재 및 이의 제조방법에 관한 것으로서, 보다 상세하게는 피트모스, 펄라이트, 목질원료, 펄프, 토양 안정제 및 물을 (1.0 ~ 5.0) : (0.1 ~ 3.0) : (1.0 ~ 5.0) : (0.1 ~ 3.0) : (0.1 ~ 3.0) : (1.0 ~ 5.0)(w/w/w/w/w/w)의 중량비로 포함하는, 석산개발지역 복원용 식생기반재를 제공한다. 본 발명에 따른 식생기반재를 석산개발지역 중 경사가 있는 특수한 장소에 적용할 경우 식물의 조기 활착 및 신속한 생장을 촉진할 수 있으며, 식생을 원활하게 하기 위한 토양 유출 완화에 효과가 있어 경사면을 안정화 할 수 있다.
