The present invention provides a method for providing a position information conversion service using a structure and a block, capable of solving a personal information protection problem which becomes a problem of information opening in a public organization. The method for providing a position information conversion service using a structure and a block includes: a step of receiving a position information file from a position information providing server providing position information; a step of generating a latitude and longitude structure using a latitude coordinate and longitude coordinate included in the position information file; a step of overlaying a detail block of a predetermined size on a map; a step of applying an ID to the detail block as a unit block when a population included in the detail block satisfies a first population; a step of applying the ID to combined detail blocks as the single unit block after combining the adjacent detail blocks around the detail block until the population becomes the first population when the population included in the detail block is less than the first population and exceeds a second population; and a step of setting a center latitude and center longitude of the unit block for the latitude and longitude of the unit block. 구조체 및 블록을 이용한 위치정보 변환 서비스 제공 방법이 제공되며, 위치 정보를 제공하는 위치 정보 제공 서버로부터 위치 정보 파일을 수신하는 단계, 위치 정보 파일에 포함된 위도 및 경도 좌표를 이용하여 위경도 구조체를 생성하는 단계, 기 설정된 크기의 세부 블록을 지도상에 오버레이하는 단계, 세부 블록 내에 포함된 인구수가 제 1 인구수를 만족하는 경우, 세부 블록을 하나의 단위 블록으로 ID를 부여하는 단계, 세부 블록 내에 포함된 인구수가 제 1 인구수 미만 내지 제 2 인구수 초과인 경우, 세부 블록을 중심으로 인접 세부 블록을 제 1 인구수가 될 때까지 병합한 후, 병합된 세부 블록들을 하나의 단위 블록으로 ID를 부여하는 단계, 및 단위 블록의 중심 경도 및 중심 위도를 단위 블록의 경도 및 위도로 설정하는 단계를 포함한다.
