Summary:A traffic offloading method according to an embodiment of the present invention comprises the steps of: in a heterogeneous wireless network environment with multi-class traffic, computing a network-wide mean packet according to the deduction of the mean packet delay of a class-1 packet and a class-2 packet when a user is connected to a tier-k BS and a BS association bias set is given as B; and acquiring an optimum BS association set, which minimizes the network-wide mean packet delay in BS density γ or network energy consumption by adjusting the BS association of the users based on the B which is the BS association bias set. The method of the present invention can minimize the network energy consumption while ensuring the quality of service of user traffic. 일 실시예에 따른 트래픽 오프로딩 방법은, 트래픽(Multi-Class Traffic)이 존재하는 이종 무선 네트워크 환경에서, 사용자가 tier-k BS에 접속해 있고 BS association bias 집합이 B로 주어졌을 때, class-1 packet, class-2 packet의 mean packet delay를 도출함에 따라 network-wide mean packet을 구하는 단계; 및 상기 BS association bias 집합인 상기 B를 기반으로 상기 사용자들의 BS association을 조절함으로써 BS density또는 네트워크 에너지 소비에서 상기 network-wide mean packet delay를 최소화하는 최적의 BS association의 집합을 획득하는 단계를 포함할 수 있다.
