Summary:Disclosed are a wind speed controller and a wind power generation system having the same. The wind speed controller, which is installed in the front of a nacelle of a wind power generator and collects wind blowing to a blade, comprises: a concentration head which has an outlet having a smaller cross section than an inlet, wherein the outlet has an outflow surface having multiple through holes; a moving body which has a wheel in the bottom thereof and moves along a moving track; and a support which supports the concentration head to the top of the moving body. 풍속 조절기 및 이를 포함하는 풍력 발전 시스템이 개시된다. 풍력 발전기의 나셀 전방에 설치되어 블레이드로 향하는 바람을 모아주는 풍속 조절기는, 유입구보다 작은 단면적의 유출구를 가지며, 상기 유출구에는 복수의 관통홀이 형성된 유출면이 설치된 집풍헤드; 하부에 휠이 구비되어 주행궤도를 따라 주행하는 주행몸체; 및 상기 주행몸체의 상부에 상기 집풍헤드를 지지하는 지지대를 포함할 수 있다.
