Summary:Disclosed are an apparatus for measuring state of charge of a battery and a battery power controlling apparatus using the same which can assure the reliability of a battery power source in a solar cell independent power system such as a photovoltaic street lamp system and an independent lighting system using sunlight. The apparatus for measuring the state of charge of battery includes: a storage part which is connected to a charging control part charging the battery by a pulse width modulation (PWM) charging method, and stores PWM duty ratio of the charging control part; and an extraction part which extracts a specific PWM duty ratio stored at the last time in a previously established time period among PWM duty ratios stored in the storage part, and then outputs the specific PWM duty ratio. 태양광 가로등 시스템, 태양광을 이용하는 독립 조명 시스템 등의 태양전지 독립 전원형 시스템에서 배터리 전원의 신뢰성을 확보할 수 있는 배터리 잔존용량 측정장치 및 이를 이용하는 배터리 전력 제어장치가 개시된다. 배터리 잔존용량 측정장치는, 펄스폭변조(PWM) 충전 방식으로 배터리를 충전하는 충전 제어부에 연결되어 충전 제어부의 PWM 듀티비를 저장하는 저장부, 및 저장부에 저장되는 PWM 듀티비들 중 미리 설정된 시간 구간 중 가장 늦은 시간에 저장된 특정 PWM 듀티비를 추출하여 출력하는 추출부를 포함한다.
