The present invention relates to a system for recommending a TV program based on content, which includes: one or more device terminals which outputs a broadcasting stream by decoding the received broadcasting stream, detects an affector by analyzing the played video in real time, detects an affector which is the response of a viewer who watches the played video, trains a preference model by the affector matched to the detected affector, and transmits the trained preference module to a recommendation server; and the recommendation server which estimates a real-time reference by applying the preference model to each of a plurality of channels in real time, registers the corresponding TV program in a recommendation list if the real-time preference is over a preset level, and transmits the recommendation list to the terminal device.
