The present invention provides a visibility measurement device and a method thereof. The visibility measurement device comprises: a large-area light source with Lambertian characteristics; a reference light meter which is located close to the large-area light source and collects light emitted from the large-area light source; a pair of diaphragms which is located between the reference light meter and the large-area light source and provides lights emitted from a certain reference size of the large-area light source; a measurement lens barrel which is positioned to face the large-area light source; a lens part which is mounted into the measurement lens barrel and placed at a first distance from the large-area light; a measurement light meter which is mounted into the measurement lens barrel and placed on an image plane at a second distance from the lens part; and a view diaphragm which is mounted into the measurement lens barrel and placed on an image plane of the lens part.
