The present invention relates to a tube traction device for trenchless superannuated water and sewage pipes and a tube traction method, and more specifically, to a tube traction device for trenchless superannuated water and sewage pipes, which is capable of preventing damage to a tube caused by remaining foreign substances on inner surfaces of the pipes. After a traction device to pull a traction rope is installed in an entrance of a superannuated water or sewage pipe, a fixing frame is fixed on a top portion of a tube by fixing bolts and nuts so that an end portion of the tube can be situated inside the tube traction device that is installed to be horizontal to the traction rope and moves with a moving wheel. A tube traction means to couple a connecting rope to the inside of a connecting member connected to the traction rope is installed by inserting the connecting rope into an insertion hole formed in the tube and the center of the fixing frame.
