The vacuum motion delivering device is composed of a first housing combined with an operating shaft rotating inside by being supported by a plurality of bearings, a second housing covering the first housing and the operating shaft protruding from the first housing while having a predetermined angle, a bellows covering an outer surface of the operating shaft corresponding to a random section from a boundary protruding from the first housing, and a power delivery body delivering power to the shaft but supplying eccentricity rotation power in response to a rotation radius of the operating body chafed to receive power by being combined with an end of the operating shaft having a predetermined angle.
