Summary: | PURPOSE: A silence and noise detection method by the passive monitoring of a packet based communication network and a communication system using the same are provided to detect silence and noise occurring in a communication networks before a problem is reported, thereby improving the quality of a voice service. CONSTITUTION: An active device (600) receives information about a silence state and a noise state from a monitoring device. The active device generates a call to transmit to a terminal device which is monitored by the monitoring device. The active device transmits or receives an Internet Protocol (IP) packet to or from the terminal device through a communication network. The active device detects a silence state and a noise state by comparing a transmission packet and a reception packet. The active device outputs an image and a sound about the detected state.
