Summary:PURPOSE: An electrode binder composition is provided to have excellent storage stability, and to manufacture an electrode with excellent adhesion and charging and discharging performance. CONSTITUTION: An electrode binder composition contains a polymer, a compound represented by chemical formula 1, and a liquid medium. The polymer is: a fluorine-containing polymer particle which has a repeating unit(Ma) derived from an ethylene-based monomer, and a repeating unit derived from unsaturated carboxylic acid esters; a fluorine-containing ethyene-based monomer; or unsaturated carboxylic acid esters. The concentration of the compound is 5-500 ppm. In the chemical formula 1, each of R^1 and R^2 is independently hydrogen, halogen, or monovalent alkyl group, and n is an integer from 0-5.
